EU Nations Unite to Provide Coordinated Support Against Online Sexual Abuse

European nations have joined forces to launch Help4U, a new digital platform designed to support young people facing online sexual abuse and digital exploitation. The initiative, created through a partnership between Europol and CENTRIC (Centre of Excellence in Terrorism, Resilience, Intelligence & Organized Crime Research), aims to provide a single, trusted gateway for minors seeking protection and guidance.

The launch forms part of the European Multidisciplinary Platform Against Criminal Threats (EMPACT) framework, reinforcing a continent-wide commitment to tackling online harm against children.

User-Centered Support for Vulnerable Youth

Help4U was designed with young users at the core. Understanding that victims often feel overwhelmed or afraid to seek help, developers focused on simplicity, privacy, and accessibility. The platform uses clear, age-appropriate language and was co-created with input from young people to ensure it feels safe and approachable.

Help4U offers three main pathways:

• Read helpful guidance for those who prefer anonymity
• Use a chat function to receive supportive information
• Find local professional support services when ready

This flexible approach allows children to engage at their own pace while ensuring a clear route to professional assistance.

A Pan-European Effort for a Borderless Problem

Because online abuse transcends national boundaries, Help4U was built as a collaborative European project. Initially piloted in Belgium, Germany, Ireland, the Netherlands, and Slovenia, the platform has now expanded to 14 participating countries. Law enforcement bodies including Greece’s Hellenic Police, Ireland’s An Garda Síochána, and Spain’s Guardia Civil are among those supporting the initiative. More nations are expected to join in 2026.

The project unites experts from multiple fields—psychology, education, cybersecurity, law enforcement, and academia—creating a comprehensive support system for young victims. According to CENTRIC Director Professor Babak Akhgar, the goal is to strengthen Europe’s collective response to digital harm against children.

Addressing Digital Vulnerability with Clear, Empowering Communication

Help4U aims to help children recognize and respond to online exploitation, whether they feel pressured, uncomfortable, or have had their images shared without consent. The platform frames these situations as violations of personal rights and encourages young users to trust their instincts.

It positions itself as a “safe place to start”, offering reassurance without the immediate pressure of formal reporting. This marks a shift from traditional, more intimidating reporting mechanisms.

By integrating with the EMPACT crime-fighting strategy, the platform highlights how seriously EU authorities view online sexual abuse—treating it as a core threat requiring coordinated intelligence and operational support.

A Clear Pathway Toward Support, Accountability, and Justice

Europol Executive Director Catherine De Bolle described Help4U as a decisive step forward in supporting victims across Europe. The platform offers immediate practical help while also strengthening communication between victims and law enforcement when they choose to report abuse.

By centralizing resources and offering privacy-focused guidance, Help4U helps victims regain control and begin the journey toward recovery. At the same time, it enhances Europe’s ability to collect intelligence, track offenders, and hold perpetrators accountable.

As online risks continue to evolve, Help4U represents a major shift in Europe’s strategy—prioritizing accessibility, trust, and safety for young people navigating the digital world.
